    Default Changing Names

Changing your character name, or - how do I re-create a character with the same name as an old one?

How do I change my character name?

Once a character has been created, you will not be able to change that character's name. If you wish to reuse a specific character name that is associated with your account, you can do so by deleting the original character with that name and then creating a new character using the preferred name. Please be aware that you will need to complete the new-character creation within 60 minutes in order to keep the name associated with your Guild Wars account. If more than 60 minutes pass, the name will no longer be associated with your Guild Wars account and may be used by another player.

The only exception to this rule would involve a character that was blocked by the Guild Wars Support Team for having an inappropriate name. In such a case, if you wish to regain access to the character after the related account suspension is complete, you must change its name in order to regain access to it. This can be accomplished with an option window that will be offered once the account suspension is over.
    Thanks to GW support!

Well, it answered my question, even if the title was misleading.
I was more interested in keeping the same name when creating a new char, rather than renaming it.

When you delete a character, you are supposed to be able to create another character immediately with the same name, but I have not tried it yet. I think after something like 6 hours after the deletion, the character name is released and anybody in Guild Wars can then use it.

According to the KB - it's 60mins that your old name will be reserved for you, after that it's free for all again.
