Yes, first step is to get your residence up to level 10 and your warehouse and granary up to level 8/9. You should also have all resource fields at level 7 minimum. Then you need 2000 culture points, but you should have that by the time you have these things built.
Then you need to build 3 settlers. They are massively expensive, so you need to be sure your resources will not be stolen via crannies etc. while this is happening When you have the three settlers and 750 of each resource available, click on an open space on the map and click on create village. Your settlers will then walk over (real slow) and create the village. Then you can obviously pump some resources from your first village to boost the second village.

Yes, your first step then is to get all your resources to level 7. Do only that. Build nothing else for the moment, except any needed warehouse/granary/cranny upgrades.

Must watch out for the rules when doing that. You cannot send more than an hours production per day to the pimper. Also, resource fields get real expensive from level 8.
I would say we should rather boost for second villages. And build all the new villages in a tight cluster.
i just had an idea, was wondering if we should have a "village centre" where we station all our units? this is so tat nothing happens to our units should we get raided while away. of course if ppl have good timing then they would prob send the units out on night time raids.

He does require some food for your units and you got to do this in a manner that does not break the rules.
You are allowed to send enough food to sustain your troops for 24 hours, even if it exceeds your hourly production.
