I would be worried about the fact that the games are bound to your console. If your console dies…
havent seen anything like this but if you want to see if its legit find a way to buy a cheap game or see if you can find a reliable source that reviewed it
they sell games like that on ebay.
sony not doig anything about it for a while now. dont think they ever will.

Looks like they are just exploiting the regional pricing of games. Needless to say it’s against Sony’s and Microsoft’s Service’s Agreement.
